I am much more cynical of the US State Department having seen them say multiple things on specific topics and then actually doing a third.
They lie by nature and serve their own interests.

The posture of NATO was - we’re not going to accept Ukraine, but that’s because we don’t want to - Russia doesn’t have the right to forbid us from doing anything.
