Not according to Ukraine.
They made the official Latin spelling of the name Kyiv in 1995. The Kiev spelling was more in line with Russian language translations used by the Soviet Union and Kyiv was more in line with Ukrainian language translations.

Kyiv is the transliteration of the Ukrainian word for this city...Київ
