During a press conference on March 29, Russia's chief negotiator Vladimir Medinsky announced that the first day of negotiations between Ukraine and Russia was "constructive." Medinsky stated, "as soon as the agreement is prepared," a meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy might take place.

"The Russian Federation in Istanbul received a clearly formulated position from Ukraine," Medinsky said, adding that Russia will adopt "steps to de-escalate the conflict with Ukraine." He further emphasised the significance of reaching a compromise and working on the treaty fast.

1) Ukraine requires security guarantees similar to NATO's Article 5. If Ukraine is a target of aggression, all guarantors have three days to respond and provide military assistance to Ukraine.

2) Guarantors should be the members of UN, primary Britain, China, Russia, USA, France, Poland and Turkey.

3) Ukraine agrees with neutral status. That means no nuclear weapons and no military alliances. If Ukraine wants to host a military exercise or have a foreign military base on its territory, it needs to have an approval by all guarantors.

4) The neutrality requires a change of Ukrainian constitution. A public referendum is needed for that.

5) Guarantees do not apply for Crimea and Donbas. These are separate issues and needs further discussion.

6) Ukraine is free to join EU, Russia has no issue with that.

ISTANBUL, March 29. /TASS/. The Russian delegation received a clearly phrased position and proposals from Ukraine, which will be studied and reported to the country’s leadership, the head of the Russian delegation, Presidential Aide Vladimir Medinsky, told reporters on Tuesday following Russian-Ukrainian talks in Istanbul.

“We have received proposals from Ukraine for consideration and a clearly phrased position to be included into the treaty,” he said. “These proposals will be studied in the near future and reported to the president and we will give a response.”

Medinsky said the talks were “constructive.”

The first round of the talks between the delegations took place in the Gomel Region of Belarus on February 28 and lasted five hours. Two more in-person meetings occurred later, and then there were some meetings over the Internet.

You keep writing “It’s over.” What’s over? When did it end? How did it end? Who benefitted?

“Not our war, we need to extricate ourselves.”

You sure got that right!

What are the chances of success? I say less than 50% at the moment. Zelensky and his handlers in the end will keep trying to negotiate and the battle will continue to rage. The 3/31 date for German gas is rapidly approaching (no Rubles no gas), so that could create a sense of urgency and move it above 50%.

If the post is correct they left out eastern Ukraine, which is where the fighting is concentrated. My guess is Russia is not about to give up on that.

One thing should be perfectly clear from this debacle, though. That is our own leadership is a disaster. Nothing new on that front, just worse than expected.
