You have to be kidding. The CEP of a dumb bomb from that altitude would have to be more than 1,000 meters. What are they going to accomplish from up there? And they would still be well within the flight envelope of an SA-10.

During Vietnam the F105 thud could do CEPs of 50 ish meters from 15,000 feet up with 1960s technology. Modern computer controlled bombsights are shocking accurate if you have air superiority and can fly straight and level at high altitude with Doppler radar for wind correction and ground track speed. If the Russians are hitting civilian buildings they are aiming for them.
