That idea, unfortunately, is very outdated. We now live in the era of the imperial presidency. Any president can now start a war whenever he feels like it. All he’s gotta do is find justification in some resolution or treaty somewhere.

Presidents have initiated military action without a declaration of war since George Washington. People unfortunately misunderstand the whole topic.
