Presidents have initiated military action without a declaration of war since George Washington. People unfortunately misunderstand the whole topic.

Yes. It was wrong then, and it’s wrong now. Presidents have the right - and the duty - to act when time is of the essence. In all other cases Congress alone must make the decision.

Unfortunately, too often Congress has abdicated that responsibly by refusing to call a war a war, and instead letting the president decide.
