The way things are going, this will get him a nomination for a Nobel prize in economics.
That will cover one tank of gas for a large pickup truck.
SUBSIDIES always contribute to either short or long term high prices by preventing or delaying open markets finding a true market price (because subsidies subsidize current prices as they are).
EVERY country that has tried fuel subsidies has found they never made for lower market prices and they became an “entitlement” the population expected to keep, making it harder for the politicians to get rid of them.
Without the subsidies, demand will take a hit, and lower demand will have some effect on prices; either weakening price increases or actually helping lower prices.
Most of it will go into public employee pentions

It would be simpler and easier to just suspend the gasoline tax. But there is no graft or payola in such a simple scheme.
California has a $23 billion budget surplus this year. We can afford to forego the gas tax for many months.

Sure. But it’s a propaganda tool, cutting the tax doesn’t sound so sexy as “giving” money...

Gas cards are fungible cash. Using a $400 gas card frees up $ that would have gone to gas, now is available for luxuries. Takes me $100 to fill up; a ‘free’ $400 gas card isn’t going to tempt me into a splurge 2000 mile trip, but will become a case of ammo.
