Thursday marks the 23rd anniversary of the start of the 1999 NATO bombardment of Yugoslavia. In 78 days, NATO jets conducted 2,300 sorties, dropping 420,000 missiles and bombs, including cluster munitions and depleted uranium rounds. Up to 5,700 people were killed, with tens of thousands more diagnosed with cancers in the years that followed.
Before entering the Oval Office as Barack Obama’s vice president and then as president himself, Joe Biden served as a United States senator for over 30 years. Ahead of, during and after the NATO bombing of Yugoslavia in 1999, Biden was consistently one of the top hawks in Washington pushing for the conflict to be expanded into a full-on ground invasion.
“Look, you have probably the only three people in Washington here who think we should go straight to Belgrade and arrest [Yugoslav president Slobodan] Milosevich,” Biden said in a May 1999 appearance on Meet the Press alongside the now late Republican senator John McCain.
“But let’s not kid each other. We’re the only three people. The rest of this is malarkey. The Republican Congress won’t even vote for the bombing. The NATO forces won’t even go along with the idea of ground troops. And whether or not the president will or will not is not relevant. The question to me is: What is the definition of victory?” Biden complained.
“The definition of victory was all the troops out of Kosovo, the Albanians back in Kosovo and a NATO-led force in Kosovo. That’s not total victory. That’s not the victory I want, that’s not the victory John wants. I’ve been saying we should go in on the ground, we should announce there’s gonna be American casualties. We should go to Belgrade and we should have a Japanese/German-style occupation of that country and we should have public.......

To this day, the Serbians remember. NATO was the “invader” in a civil war, with the Democrats cheering them on.
This war is an interesting contrast to the messes in Iraq, Afghanistan, and Ukraine.
In Kosovo we achieved our strategic goals in 78 days with only 4 American casualties.
In part that success was not listening to people like Biden and McCain. We had clear, limited objectives and a concrete plan for achieving them.
Replace Yugoslavia with Russia/Ukraine, and this is basically the consensus opinion on our current endeavors in Eastern Europe, or at least what gets posted here.

The part that I didn’t like was bombing the crap out of civilians there because we couldn’t safely fly low enough to hit military targets with any effectiveness.
But I guess since Europe and NATO supported the above and control the courts that determine war crimes, it would never be considered war crimes. Kind of nice to be running those institutions, though!
Wasn’t now Zombie Madeleine Albright one of the leaders of the push to bomb Serbia? Some problem she had with Serbs or something?

True, but hasn’t one of the main criticisms for every war since Vietnam been that our rules of engagement are too limited to achieve victory?
We need to realize that if we are going to use the military to enforce our aims that people are going to die. Including innocents. Pretending otherwise is a fiction that leads to long drawn out wars that are more costly.
Our NATO “allies” in Italy used to alert the Serbs when our planes took off; they knew the war was a farce, and they’d have to live with the outcome while we were safe an ocean away.
And innocent civilians are still going to die in wars regardless of the care taken to minimize it.

Arm-chair generals seem to be everywhere. I am willing to say that I don't know the eventual outcome of the various conflicts raging, but pray for liberty to rise everywhere. Else we shall not be safe "an ocean away." Nor will we be generals..... Regards.

Donald Bellissario made this point in six or seven episodes of JAG. In 1999 his show runner even had a character predict a terrorist attack on US by bin Laden.
