The guy in red could have easily hit the other gunman. And the gunman in black let the knife wielding terrorist get too close. He should have dropped him earlier in the encounter.

The first shooter should have put several rounds into him on that first threatening charge. Clearly the guy was ready to die, had just killed 4 and wanted more. Red shirt guy missed out on the action, but at least he got in a couple shots as the guy lay dying.
In Israel, only one gun, a handgun, is allowed, and only 50 rounds of ammo. To get another 50, spent casings must be turned in. At least, that’s how it used to be a few years ago.
Of course, military guards are very prevalent, but civilian access to weapons and ammo is severely restricted.
