I certainly hope a curfew works - but why decide to enforce it starting at midnight? You gave the hooligans plenty of time to raise hell before then.

Additionally, do the Miami Beach PD (along with maybe the Fl Hwy Patrol, etc) have the numbers to stand up to the crowds that won’t obey the curfew?

One way to put a stop to this is to have the municipal government impose a $100/night surcharge on hotel rentals to pay for police overtime costs.

You don't need to deal with hooligans on the street of your town. You just need to make it so they would rather go somewhere else.
