Why are you assuming they are using maneuver doctrine?

Very few know what they grand plan is. SO far Russia has taken quite a bit of the east and south. Kiev stands so far, but if you look at the map they are only open to the south down river. Like Russia is trying to get the civies and non combatants out.

This is far from shock and awe, but if you go back a few hundred years this is a pretty good plan for besieging a city back in the days of the ideals of Just War.

If that is the case, the same rules say that after a period of time, anyone who remains in the city is considered dead and will be treated accordingly.

Your assessment is correct. I made a similar comment. This op is what looks to be a decapitation op.

Uh, what else do you call the attack on Kiev from Belarus in the North? To the East of that force the Dnieper is actually a reservior, and to the West is no natural boundary and the most nationalist part of Ukraine which is getting resupplied from NATO. At a minimum, the nationalist militias will continue to harass them and outnumber them. The long term does not favor Russia on this front.

Russia has made advances in the East along a front, and from the South, aided by naval power. The attack from Belarus on Kiev forces Ukraine to divert resources to defend the capital from the other fronts, but if the Russian goal is to take as much land East of the Dnieper and deny Ukraine a port on the Black Sea, then perhaps it was ill advised.

In the present era, targeting a civilian population is a war crime. What is shocking is that Europe is still funding Putin's War by buying oil and gas from Russia. The Poles have started to protest along the crossings to Belarus, which could have an affect, but Europe still needs to shut down trade with Russia. Expect more pressure for that result.
