Putin Lays Out His Two ‘Most Difficult’ Demands of Ukraine Amid Ceasefire Talks: Report

Russian President Vladimir Putin laid out several demands for Ukraine including two “most difficult issues” during a phone call with Turkish President Tayyip Erdogan.

The demands can be divided into two parts, Turkish presidential spokesperson Ibrahim Kalin told several media outlets.

The first four articles appear to be possible common ground for both sides.

“Basically, there are six topics discussed. The first is Ukraine’s neutrality, that is, its withdrawal from NATO membership. Second, disarmament and mutual security guarantees in the context of the Austrian model. Third, [is] the process that the Russian side refers to as ‘de-Nazification.’ Fourth, removing obstacles to the widespread use of Russian in Ukraine,” he told Turkish newspaper Hurriyet in an interview published on Saturday.

Some progress has been made in the above four topics; however, it’s too early to say there is potentially a full agreement that could be reached because there are two other “most difficult issues.”

Putin put forward two territory-related demands.

Putin would require Ukraine to recognize Russia’s annexation of Crimea, and admit the independence of the Donbas, a disputed region in southeastern Ukraine.

Putin recognized the independence of the so-called Donetsk People’s Republic and Luhansk People’s Republic, two separatist territories in the Donbas, days before he ordered a full invasion of Ukraine.

Putin reportedly told Erdogan he would hold talks with Ukrainian President Volodymyr Zelensky personally about the territory-related issues if the two sides reached common ground on the first four areas.

The Epoch Times reached out to the Ukrainian government and the Russian government for comments.

Zelensky has been asking Putin to talk with him directly after the war broke out. He proposed again on Saturday that the disputes between Russia and Ukraine be solved through “meaningful” talks.

“Negotiations on peace, on security for us, for Ukraine—meaningful, fair, and without delay—are the only chance for Russia to reduce the damage from its own mistakes,” he said in a statement.

He also warned that the war would cause huge losses to Russia if the two sides don’t reach a timely end to the war.

“Otherwise, Russia’s losses will be so huge that several generations will not be enough to rebound,” he said.

Putin ordered a full-scale invasion of Ukraine on Feb. 24 after the efforts to deter war failed.

The United Nations said that, as of March 19, they had recorded 847 deaths and 1,399 injuries of civilians in Ukraine because of Russia’s military action against Ukraine, mostly caused by shelling and airstrikes.

However, the U.N. believes that the actual figures are “considerably higher.”

Over 3.3 million people have fled Ukraine since the war began, United Nations data show.

I think the issue of Crimea is a no-brainer — LET IT GO.

Over 90% of Crimeans don’t identify as Ukranians anyway. Why insist on pretending that they belong to Ukraine?

It was SEPARATE from Ukraine until in 1954 when the Soviet Union transferred Crimea to the Ukrainian SSR from the Russian SFSR. The transfer to Ukraine was made by then Soviet leader Nikita Khrushchev.

The same is true regarding Donbas after 9 years. The question is how big is it going to be. A couple more weeks and Ukraine is going to be landlocked.

I hope Zelensky speaks privately with Trump before proceeding. Trump knows Putin, or thought he knew, and he is a master of the art of the deal.

That was 2010. Today, any Ukrainian pol associated with Russia would probably be shot in the head and dumped in a shallow grave. Demilitarization is a dead letter, so I don’t understand why this article writer claims it’s negotiable.

There are similar maps showing the percentage of Russian language vs. Ukrainian language...pretty much the same territorial divide.

We SHOULD know from Iraq that you can’t force different ethnicities to share a border and flag and coexist.

And we SHOULD take a long hard look in the mirror for this may be our future.

The map is misleading since Yanukovych campaigned on closer EU ties, not on switching up suddenly and joining the Russian bloc.

The map is also misleading in that there has been war for the past 8 years to the point that even Eastern Ukrainian cities are putting up serious resistance to Russian occupation. Russian forces, in intercepted audio, recently complained of a mass poisoning event where an old lady fed 8 soldiers poisoned food, killing all 8.

Denazification is listed as possible, but Putin’s definition is to eliminate the entire Ukrainian leadership.
Beyond that, you reach down into society, and how are you going to let Russia come in and decide who are nazis.

Basically the same demands Russia has had since the beginning, and for all practical purposes non-negotiable in their eyes. Zalensky could and should have settled this prior to his allowing Ukraine to be destroyed and thousands killed, but his globalist masters insisted upon war and now we’re back to square one. Ukraine was played like the pawn it is.

IMHO, the entire article is just an attempt to come up with new material out of nothing. There was an earlier Guardian article about an urgent request for face-to-face talks from Zelensky. Nowhere in his message did the word urgent show up. These people are just making stuff up.

Zelensky has already said no NATO. But he will insist on possible EU membership.

Ukraine should just concede the annexation of Crimea. But the Donbas "republics" are a constant source of provocation, which is what Russia wants. Ukraine should just cede them to Russia and ask for Transnistria as compensation (I don't think Moldova would mind), and thus eliminate all ongoing border disputes.

As far as "demilitarisation" Ukraine's answer is already "molon labe."

"De-Nazification" just means a Putin puppet government, so that's a non-starter.

Ukraine should agree to no permanent foreign forces on its soil as long as Russia agrees to the same for Belarus (Lukashenko would breathe a sigh of relief).

If we had a President, the US would come in and make these points allowing Putin to negotiate with a peer power which is less humiliating. The US would also insist on a return to INF, Conventional Forces and OSCE treaties.

Finally, Ukraine's territorial integrity should be guaranteed by an array of powers including Germany and Turkey.

Agree to everything with the stipulation that all Russian troops must withdraw. Once that happens reneg, the Russians will never come back after this colossal clusterf@#k.

If the U.N civilian casualty figures mentioned are correct it is similar to Cluntoon’s war on Serbia civilian casualty figures. On a per capita basis Serbia hossted the highest % of refugees in Europe inluding the ones ethnically cleansed from Kosovo.

I can’t speak for Zelensky, but without killing at least 100,000 Russian invaders, it’s doubtful that Russia will leave Ukraine alone for any length of time. Ultimately, he needs to replicate the Miracle on the Vistula, during which Poland captured an entire Russian army, and secured Poland’s independence for a generation, until Russian connivance with Germany started WWII:

The common thread is that Russians must be killed in large numbers - to the point they are sick of war. The existence of Poland and Finland as sovereign states independent of Russia is evidence that the Russian appetite for suffering isn’t unlimited.

The Karen in Burma and Kurds in Turkey,Syria,Iran and Iraq are constant irritants to the respective central governments. Worthy candidates for separation.

I agree, it’s a no-brainer. Once the Ukes have nukes again and use them on the Rukes, the Rukes will be abandoning Crimea and all the other bullshiite fomenting they’ve been doing in that country. So yeah, no brainer: Russia should let it go.
