Trump is a pragmatist not a purist. He fights the fights he thinks can be won. From further down the field after the first fights are done he refocuses and fights the next tranche.
Just remember this cuts both ways. The GOPe will not be in power forever the the Dems take great pleasure in revenge.
This should be limited to only Senior Executive Service (SES) employees. The Office of the President should not be making day to day personnel decisions at the GS level.

The civil service needs to be depoliticized. It was formed to strengthen depoliticization. However like all things done during the Carter years in practice it does the opposite.
Two biggest and immediate things that could be done.
1. Legislation to decertify the federal empolyee unions. Yes its roughly on 1/3 of federal employees. However the two largest postal workers & treasury employees (NTEU) are very active politically. NTEU is very radical!
2. Strengthen and actually enforce the Hatch Act! GOP administration do little, Rat administration act like they never heard of it.
They can’t be fired but they can be re-assigned to a desk and a chair with a phone with nothing to do 8 hours a day. That will at least isolate them so they can do anymore mischief.
