Researchers say total infections will reach about 4.5 million of Hong Kong's 7.4 million people. Now the city is being forced to move away from key pillars of its strict Covid Zero strategy as its latest outbreak overwhelms the under-prepared health-care system.

It would “reduce the rate of”, not “prevent”. This is not ebola. Most people exposed will have no symptoms. By the time you find one who got sick or just tests positive, thousands have been exposed.

You would need to keep everyone in a separate level 5 containment facility to “prevent” it.
