The whole thing was freedom of the seas. How did the subs determine where ships were going; then too, there was that incident with the Lusitania. So basically it was those two incidents that brought the US into the war.

The Lusitania was loaded with illegal munitions.

Furthermore, the German consulate in NYC had taken out full page newspaper ads, warning people that ships were fair game.
