I would think highest priority targets might include ammo plants, arms factories, nitrate factories, diesel stores (fuel for tanks), machine tool factories and metal casting plants.
If there is a Ukrainian anti-aircraft gun nearby there will also be a falling Russian bomb or shell as well.
The Russian may also lob shells into parks to rattle the civilians.
If a Ukrainian general is communicating from his residence, the residence might come under fire.

If a building used for shelter in a war is destroyed, and freepers try to deny or excuse it over a half dozen unrelated issues, are the dead being dug out of the rubble right now any less dead for it?

This is a sign of desperation. Russians are using terror tactics to dishearten the Ukrainian people. It means that they are losing the war.
Around lunchtime on March 16, it was reported that nationalists from the UAF Azov battalion were preparing a provocation in the building of the Drama Theater in Mariupol. According to a one of the deserted members of Azov, Ukrainian militants established the headquarter in the basement of the Mariupol Drama Theater, and the theater hall was full of civilians, who were guarded by 12 Azov militants, so that they would not run away. The building should be blown up, and horrific images with numerous civilian casualties should be provided to the Western media, accusing Russia of an airstrike.
Later, by the evening of March 16, the reports were confirmed. Reports that the Russian army had allegedly struck at the Mariupol Drama Theater was spread in Ukrainian social media. There were about 1,000 civilians inside. The Ukrainian version was immediately picked up by the US media.

Refugees from Mariupol confirm that the Drama Theater was blown up by Azov fighters. A woman who evacuated with her children from Mariupol reported that neo-Nazis blew up thee Drama Theater before they retreated.
“Leaving, they smashed the Drama Theater, just leaving, simply, people were brought to us with shrapnel wounds, and that’s it,” a local resident said.

Which side to believe? Southfront reported rumors of the herding of human shields (as a preparation for a deliberate atrocity) in the Azovstal region about a week ago.
I will have to find the link. But I read the 'rumor' article back then - and now it looks like they were correct. This looks like a deliberate 'human mine' atrocity.

It is being reported on OANN news that the maternity hospital attack was a false flag operation ANYONE surprised!! The hospital had been evacuated weeks earlier Ukrainian solders were actually staying there AND the sign CHILDREN on the building was put there by the soldiers to try to fake out the Russians!! The propaganda machine in OVERDRIVE over this hospital dragging us further into this utter BS!!
