Stupid, Brazil has to be a stooge for China. Why would Brazil need a submarine?

Brazil has a long running public project to build its own nuclear submarines. Treason McTreason-Face must have figured that the info he could provide could cut years and billions off Brazil’s sub project so they would quietly pay up.
Brazil could have paid up and pocketed the info and hope the US didn’t find out but instead elected to let the US know.
You obviously haven’t been paying attention. Brazil is the local ten ton gorilla power of South America and they have been working on getting nuclear subs to defend their interests for the last couple decades.
With no details on how this was brought to the FBI. Assuming Brazil was trying to attain the technology is a bit presumptive.
