The highest and best use for such information to Brazil would be to resell it to China or Russia. This is clearly not even close to a no-harm-no-foul situation.

Brazil earlier under a different leader had a pretty good relationship with Iran as I recall. Hillary pulled off some sort of heavy water deal with Iran via Brazilian intermediaries.
