There’s probably something else behind it…some reason they want to keep these people locked down. Politics? Meanness? Just to remind people that they can?
This apparently includes major manufacturing sectors so perhaps trying to cause economic upheaval? I also suspect they enjoyed the effect of lock downs on the west.
