Maybe you missed it, but he was trying to work it out peacefully, for years. It was the West that treated his concerns like crap, just as the Soviets treated our concerns over Cuba like crap in 1963.

The reason for answering the phone is to avoid war. But when the government in power HATES the other party so much (mostly without justification), war is what you get.
