Basically, Blinken is saying (or ordering) that Poland can (or will) let Ukrainian pilots fly Polish planes from Polish bases. Poland is saying if the U.S. wants it, it will be done under U.S. control out of Germany, not Poland. Which will make the U.S. responsible.

So, if the world isn’t engulfed in WW3 and this thing settles down, next winter Germany is going to need oil and gas. Obviously, they aren’t getting it from the US. They might find themselves in a bit of a pickle.
