It might, but don’t forget that guerillas need relatively safe sanctuary to rest, refit & re-supply. I don’t see that coming from NATO countries. An all the weapons that have been pledged? Where do you ship them?

All the countries around Ukraine will provide safe haven, training, etc (Poland, Slovakia, Romania).
Weapons are shipped over land. Just truck the weapons to the border and hand them to the Ukrainians.
