Putin wants what he wants and the only way he won’t get it is over his dead body.
Putin may be nuts, but I don’t think even he is crazy enough to give Lukashenko the button.
It’s possible for nukes to be stationed in Belarus under the command and control of Russia.
If nukes are newly stationed in Poland or Lithuania I wouldn’t be surprised by this response
Lukashenko is a Kim Jong-Un level psychopath. He has already threatened NATO with nuclear weapons he doesn't even have (yet). I don't doubt that Putin would love to have an unpredictable, insane madman as a constant nuclear threat to the west. For the EU, (Russian) nukes in Belarus should be a red line. Remember this from Lukashenko just last week:
"If necessary, if such stupid and mindless steps are taken by our rivals and opponents, we will deploy not only nuclear weapons, but super-nuclear and up-and-coming ones to protect our territory," Lukashenko said, according to the state-run Belta news agency.
If anyone is dumb enough to turn the lion loose again. Depopulation goals will be a joke. Lilacs and cockroaches will be all that’s left if all nuke owning countries start throwing them around.

this was just one minor aspect of it
approval was a foregone conclusion, Lukashenko counts the votes
if Putin prevails, there will be no independent Belarus, it will be like in the USSR where Moscow more or less governed the various republics part of the USSR
Lukashenko has sold the right of self-government of the people of Belarus for a bowl of pottage
