Sanctioning Russia and not Belarus pretty much nullifies their effectiveness. Belarus is a puppet state on top of which they allowed Putin to use their territory to launch the invasion.

Any agreement that neuralizes Ukraine and keeps it out of NATO should neutralize Belarus and prevent Russia from either stationing troops or supplying arms to Belarus.
