Seizing ships is a “might makes right” course of action. if they are at sea, that could be used as a casus beli. Remember the Altmark!
A yacht Vlog showed the super yacht Ragnar allegedly owned by a very wealthy Russian, appears to be in its third day of a safety check by the Norwegian Coast Guard. The yacht just happened to be in an area where NATO is going to have two training sessions in a week or two. Imagine that!

This kind of thing could backfire and play into Putin’s hands. A lot of Russian citizens may well be uncomfortable with the invasion, but they might be more uncomfortable with the thought of their merchant ships getting seized on the high seas. Most countries would view that as a very provocative act and/or insult to them. Just saying.
People are dumb and don’t understand slavs and will talk with bravado. Then when nuclear war happens, they wonder why for about 30 seconds.
