Are the Victims of the black lives matter riots having their civil rights cases presented by the US attorney?

I wasn’t aware of this right. Is it a new one or has it been around for a while? Did St. Floyd acquire this right as soon as police attempted to arrest him? Was the right his while he actively resisted arrest? It has been the law for decades, if not centuries, that a prisoner in custody has a right to food, water and necessary medical care from those holding him.

I realize there is a duty to provide food and care to prisoners, I guess I was asking that since the knee was on the neck/back because of his resisting arrest, how long was Floyd ‘in custody’? Minutes?
Yes, it would have been much better for everyone involved had they turned him over to the ambulance crew that was standing by.

(Our BIGGEST problem, by far, is that most of the media is hate & agenda driven, not truth driven.)
