I would be very surprised if Russia wants Kiev. Sure its symbolic, but does it have any strategic value? Russia needs to enter then hold the place after all, and urban warfare is a byotch.
At this point - no one knows what Putin/Russia is thinking.

The Russians don’t have nearly enough troops to take Kiev: it’s a huge city, and those tanks are sitting ducks once they get in an urban environment. They could try to put the city under siege, but even that would be very hard.
