I think his puppet-masters knew what they were getting, and they didn’t care. The idea is to bring America down and thereby create a power vacuum into which Russia, China, Iran, etc., can step in and have a free-for-all. If he’s senile and never was very bright in the first place, all the better. If his understudy is a vapid flip-skirt who’s utterly incompetent, even better.
