No. The emergency power act in Canada goes into effect as soon as it is declared.

The votes required in seven days are a way to stop it.

The real power is in the Media, which are mostly paid for by the government in Canada, and are on the side of Trudeau.

If the senate opts not to vote to approve, are the emergency powers null? Or do they have to vote in the negative for that to happen?

No different here in the States. The DNC pays for the media in our country.
