Due to the failure of a few other high-profile software projects that were also outsourced, management decided to outsource all their software development and laid all the Americans off.
The problem isn't the Indians or even DHS. The problem is the management of US companies who fraudulently boost current profits by gutting core competencies. Until this behavior results in arrests and lawsuits against the c-suite, it won't stop.

Don’t stop there. Management is just responding to the imperative to be cost-efficient or go out of business.
Ultimately, consumers, at least in the US, reward low prices and generally refuse to pay a premium for domestic goods.
It feels good to blame the foreigners or the corrupt politicians or the greedy businessmen. It doesn’t feel as good to blame the person in the mirror.
I realize many here probably are willing to pay more, but that doesn’t change the fact that we aren’t dealing with corruption or greed so much as good old economic self interest.
