The more I watch this, the more I am convinced those riders have not been riding horses for very long. Absolutely no rein control — reins are way too long for this situation, no clue how to hold a Pelham (double) rein, and the fatso whose horse stomped that man almost got unseated. They're all riding with their hands too wide and bouncing all over, exactly like riders who are just learning will do.

Someone who knows more than me about riding police horses in crowd scenario please explain...

It would not surprise me in the least that they assigned some rookie horseback riders to all the horses they have.
