If you want to assure that Ukraine does not apply for NATO admission, just have the US withdraw from NATO. None of the Eastern European nations recently admitted to NATO were under the disillusion that Western Europe would come to their defense if the US was not a NATO member. They are there because we are there. NATO is useless without the US and both Western and Eastern Europe know that.
