This is being used to scare, cow and control the population - we are under water restrictions as massive condo and apartment buildings are going up everywhere on the outskirts of my city - don’t those buildings the construction, and the people in them need water - in perpetuity?
Where is it going to come from when we are already under water restrictions - with threats of even higher fines for going from Tier I to Tier II. I pulled out both of my lawns after the cost of water skyrocketed - and the water police started issuing threats (they come around in a van with a check-list to see if there is there is water on the sidewalks, I see them every morning). We are already told we cannot fill pools, spas or backyard fountains.

In Texas we have the same shit. We have this semi government entity called ERCOT which rations electrical power. They don't produce more, they don't help control the costs, they really don't accomplish much other than appeasing the masses when their power is turned off and deflecting any responsibility away from the power companies that are squeezing an old/over taxed grid to the limit in order to maximize profits.
Euphemistically, this semi government rationing body has “reliability” in it's name: Energy RELIABILITY Council Of Texas.
Government is good at creating made up jobs, hiring people to watch other people (TSA - water checkers - EEO reps - LGBTQIA counselors - mask checkers at government buildings...), to make sure you're not using water when you shouldn't be, or how they define you shouldn't, but they're not to good at expanding the supply, because with the world being 75% water and 840 miles of coast line, there is no real reason why California has water shortages. Cheap and mass producible potable water from seawater has been possible since 1964. There is no excuse, none-
