Rumors are that China, wanting a big propaganda success for their winter games, has offered other athletes the ability to compete for China, without being a Chinese citizen as their law stipulates - as long the athlete says nothing about it (which Gu has done)

IOC approves the country of origin. Citizenship not absolutely required. Two year residency works.
