Voters would get a chance to amend the N.H. Constitution to redefine who is allowed to cast ballots in the state under a proposal considered Monday in an N.H. Senate committee.
Current constitutional wording specifies that one must have a domicile in the place where that person is voting in New Hampshire. The proposed constitutional amendment would require people also to have a “primary residence” where they vote.
Some who testified before the N.H. Senate Election Law and Municipal Affairs Committee said the wording change could be used to prohibit voting by students who are from out of state but attending New Hampshire colleges and universities.
The proposal would also add U.S. citizenship to voter requirements, which is not in the N.H. Constitution but is mandated under state law.
State Rep. Bob Lynn, R-Windham, a former N.H. Supreme Court justice, testified that adding the citizenship wording to the N.H. Constitution would give the requirement greater permanency than is true for state statutes.
N.H. Sen. Regina Birdsell, R-Hampstead, who is sponsoring the constitutional amendment (CACR 36), said there has been too much confusion over the word “domicile,” and her proposal makes it clear that New Hampshire elections are for New Hampshire residents.

Well...to be honest, presently the Dartmouth total is marginally at 5,000. I would agree....probably 98-percent are out-of-state folks.
Students from Massachusetts were voting in NH by simply claiming NH residence when “same day registering” using all sorts of phony addresses, such as NH colleges they weren’t even attending. Then went home to Mass and bragged about it. Was a three-day scandal right after 2020 but nobody did anything about it.
NH gas always been slack about this. In my youth all you had to do was pay poll tax in a NH town (no need to have a physical address) to establish “residence”, and then you could register your car(s) there and avoid the shockingly high Mass insurance rates. Then there are the NH state liquor stores a mile from the MA border. . . .

But until RCV is repealed wherever it’s in use AND we get rid of RCV-enabled voting machines, even if every voter is a legal voter, Deep State can still steal elections.
Is there a way to not plug in the voting machine web line until after the day ends and you want to download votes?
That is why they have absentee ballots.
Same for ANY college campus.
I contend that “Students” have been double voting for YEARS.
They vote Absentee from their parents residences, and vote at campus.
