And private citizens had access to superior personal weapons than were found in the military almost till WW1. The drovers on a cattle drivewere better armed than a platoon of Cavalry. In the early 20th Century private citizens owned semi auto weapons like the Remington Model 8, firing a cartridge comparable to that fired by the Ruger Mini .30.
