Absolutely. And Ohio River flatboats were armed with swivel guns. And private western forts like Bent’s Fort and Fort Bridger had cannon. And private citizens had access to superior personal weapons than were found in the military almost till WW1. The drovers on a cattle drivewere better armed than a platoon of Cavalry. In the early 20th Century private citizens owned semi auto weapons like the Remington Model 8, firing a cartridge comparable to that fired by the Ruger Mini .30.

In the first battle of the Revolutionary War, British Regulars tried to seize the colonial’s arms including several cannons. They were stopped at Lexington and Concord.
