The Vice President did have this right or, more pointedly, could have sent the votes back to various legislators for reassessment

Who is feeding this stupid crap to him? No, the VP does not have this power, nor does any mechanism of sending things back to the states exist, period. They Electors can be rejected if Congress votes to do so, but they can never "go back" to the states once they are sent.

You’re 100% correct.

The opportunity to fix the 2020 election fiasco ended when the electoral votes were formally certified in mid-December. The state legislatures — which apparently Trump thinks should have been told to “reassess” those electoral votes by the VP on January 6th — had every opportunity to vote on various corrective measures before that, but they didn’t do it.
