The Act wascreated by REPUBLICANS to prevent another Southern Democrat Tilden (who had enough electoral votes to just win, throwing the election to the House) . A situation which required a “deal” to be worked out, giving the Presidency to Rutherford Hayes. The deal was- the Southern Bloc of Electors for Tilden would place their votes for Hayes, under the signed agreement for Hayes to remove ALL occupying Union Army troops occupying Southern States all that time since the Civil War.

These occupying forces provided military tribunal cover for carpetbaggers who stole titled property against US and State laws, took over lands, homes under the Reconstruction created largely by Secretary Stanton (and for which President Johnson- Lincoln’s VP was IMPEACHED for stopping the most thieving actions of the Reconstruction boards, Freedmen’s bureaus and Military Governors. Haye’s people agreed to Tilden’s forces and they gave over the election to Hayes, and return the whole country to much needed peace. The reaction to the “deal” is what caused a “Counting” Act to be passed. So, naturally the demonrats want to change it or remove it when MAGA republicans wanted to follow it— and challenge the electors in the STOLEN states. Pence did not perform his duty under the ACT.
