The Prime Minister is due to make the announcement at 1 p.m., at the same time as he will announce some relaxations such as the reopening of gyms and the resumption of sports for adults on February 14 as first reported by the Journal de Québec.
Quebec had in its boxes the idea of tabling a bill this session, which begins this Tuesday, in order to impose a financial contribution on those who have not been vaccinated. This tax would have been $100 to $800.
The Minister of Health, Christian Dubé, did not want to comment on his government’s decision when he arrived at the parliamentary committee on Bill 11, which aims to increase access to front-line services by doctors in family. “We have a press briefing exactly on this at noon, you will have all your answers”, he briefly indicated.
What does “drops” mean?
It could be understood as dropping it to you like a mailman dropping your mail in the mailbox ( meaning impose it ) or it could mean totally stopping it.
The headline is unclear if you don’t read French.

“The Legault government is dropping the imposition of a tax or ‘health contribution’ on the unvaccinated,” La Presse has learned.
No they can’t. They aren’t there because of the tax. They are there protesting the mandate that they be vaccinated. They are there for freedom and return of the rights of the Canadian citizens.
Does “drops tax” mean they are imposing the tax, or changed their mind and won’t impose it?

What does "tabling" mean here?
In British usage, it means "to place ON the table" (i.e., to add to the agenda). In U.S.-English usage, it means "to remove FROM the table" (i.e., to remove from the agenda).

In other words, the same thing the truckers want (freedom and rights). Of course Quebec is not dropping a tax to make the truckers in Ottawa go home. But the cause is the same.
First of all, they would have to identify those who have not been vaxxed and have no exemption.
Then they would have to send the tax-collector around to all of those individual cabins in northern Quebec where people live...

Tabling. Used to postpone discussion until the group decides by majority vote to resume discussion. By adopting the motion to “lay on the table”, a majority has the power to halt consideration of the question immediately without debate. Requires a second, non-debatable, not amendable.

Remove the Mandates!
Quebec is considering rash measures for vaccine noncompliance.
I suspect that they use a version consistent with U.S.-American usage, but that then all of the Canadians "wink" and "smile" and note the (for them) peculiar meaning of the American term.
