What does “drops” mean?

It could be understood as dropping it to you like a mailman dropping your mail in the mailbox ( meaning impose it ) or it could mean totally stopping it.

The headline is unclear if you don’t read French.

No they can’t. They aren’t there because of the tax. They are there protesting the mandate that they be vaccinated. They are there for freedom and return of the rights of the Canadian citizens.

What does "tabling" mean here?

In British usage, it means "to place ON the table" (i.e., to add to the agenda). In U.S.-English usage, it means "to remove FROM the table" (i.e., to remove from the agenda).

In Canada...?

In other words, the same thing the truckers want (freedom and rights). Of course Quebec is not dropping a tax to make the truckers in Ottawa go home. But the cause is the same.

How would they enforce such a tax?

First of all, they would have to identify those who have not been vaxxed and have no exemption.

Then they would have to send the tax-collector around to all of those individual cabins in northern Quebec where people live...

No mention therein of whether the version of ROR they use employs the verb "to table" in the British sense, or in the U.S.-American sense.

I suspect that they use a version consistent with U.S.-American usage, but that then all of the Canadians "wink" and "smile" and note the (for them) peculiar meaning of the American term.
