Witnesses to violent crimes have a habit of drying up and disappearing in an environment characterized by reluctance to prosecute such crimes. The prosecutors get it in their heads that if there are not at least two direct eyewitnesses to a violent crime a winning case will be too difficult to bring. This leads to further discouragement and squeamishness on the part of direct eyewitnesses. Not exactly a Rudy Giuliani-type situation but rather quite the opposite.

Because if they made an attempt to stop the violence that would mean that they would have to admit a few uncomfortable things.
First is that the TRUE racist are the liberals/progressives/community leaders that expect these communities to be violent.
They know that a significant percentage of these people are worthless criminals, after all they have created them.
Second, it would mean having to admit everything that you believe has been a lie, and that will never happen.
These people would rather have a family member brutalized, so they could then blame it on the system, then admit they were wrong.
