As for Peking -> Beijing that’s all to do with which system of rendering Chinese sounds into English. The old system was designed by Westerners for Westerners. The newer system was designed by the Communist Chinese government for Chinese to render Chinese in the Roman alphabet, which is why it seems so odd. Using the letter X to make an ‘sh’ sound or Q for ‘ch’.
But the name of the capital city did not change, just like the brutal dictator Mao Tse-Tung’s name didn’t change when it became Mao Zedong.
