That was my thoughts as well. He has been very firm in his refusal to be pressured to retire in the past. Maybe he decided to retire on his schedule for health reasons, but, if the announcement was made without his approval, (and he sees it as an attempt to box him into it), he may decide to stay for another term in spite.
