Did the people even know what they were saying? It was almost comical listening to the person spout those racist words against blacks - in a very typical heavy Chinese accent.

This was in China? Did the people even know what they were saying? The Chinese word for "uuuuuuummmmmmm" is "Niga"
That is Chinese language doesn't have "ummmmm", so when they are stuck for a word their equivalent will be to say "Niga Niga Niga"
Maybe that's what they were hearing
