He is not ok. Look at his eyes when he reads and overreacts to what he is reading. Too much hate in his eyes for sometimes trivial things. He is not well...
His mental state is largely irrelevant since his handlers are running things (into the ground).
The only thing that matters is his pulse.
Go back at look at numerous videos, even in 2016, on shows like CNBC of him answering numerous questions, and he isn’t even remotely this bad.
It isn’t “stuttering”.
Well they obviously aren’t doing a very good job either.
Biden is a basket case and should not be president.
Having said that, I thought it was unfortunate that presidential historian Craig Shirley didn’t speak much more smoothly than Biden. I guess he was nervous to be on a TV news segment, but he was also painful to listen to.
To ask the question is to answer it.
As long as he’s breathing and getting to the bathroom, it really doesn’t matter, since he isn’t the one running the regime destroying America. He is merely their meat skin puppet.

Trump doesn’t even need to speak about each of the Biden Blunders because Joe remains his own best punchline.
It’s like that movie from 1963 with Jackie Gleason called
“Papa’s Delicate Condition”. Although in the movie, Papa’s goofy behavior was explained that the old boy was ‘in the cups’ as they used to say.
It is true that he is a puppet, but there isn’t any need for a cognitive test to tell observant people that Biden has issues.
Anyone who has spent any time (not just passing by) around the elderly, especially an elderly man, can see it clearly in Biden. (I can say that as I approach being an “elderly man” and I see elements of it in myself, even if the face looking back regards me as a 30 year old guy!)
There was a time I felt a degree of sympathy, however small. I have disabused myself of that, but it is hard for me not to regard his cruel handlers with some contempt. They have such a lust for power, they would put him in office in spite of his mental status. Or because of it. Sure, he is up for it himself, this desire for money and importance is all he knows.
That they would put him into that office tells volumes about them and what they are, and...none of it is good.
Remember the 1950’s Thorazine posters with the angry old man? Posting those here wasn’t nasty; it was absolutely prescient.
Hopefully Dr. Jill can keep him quiet, comfortable and drag him across the finish line over the next three years; the alternatives are actually far worse.
When does Biden take the cognitive test?
As people have noted, Joe in 2016 was not good, but he was better than he is today.
This is Year One, and Joe is in bad shape, and every aspect of our country is in very bad shape. We have three years to go? Joe isn't going to make it. And I'm not at all sure the country will either.
I will say, that I can almost guarantee that the country will not be voting for anyone running for President who is past their mid-60’s for a very long time after this - if ever.
