Government hasn’t failed.
American Black culture has. Now some of that is the fault of racism - but the largest amount of it is the same people that sold their own race into slavery.
I wouldn't paint it with that broad of a brush. Most blacks are middle class even with a 70% illegitimacy rate. BTW, the white illegitimacy rate is nothing to write home about either. But you are correct that black inner city communities wouldn't be crime ridden every stricken hell holes if they had better family values and better personal behavior.
