Not to give them ideas, but Japan already has the answer. The government ‘’encourages” new car purchases by making older cars financially impossible to own via “safety inspections”. The older your car is, the more vigorous (and expensive) the inspection becomes. After a few years, it’s simply cheaper to buy a new car than keep an old one. The old cars are shipped off to third world countries and the Japanese car industry can keep going.
Now from watching a lot of British car shows, I know they already have what they call the M.O.T. that cars have to pass to stay on the road. Simply make the standards so high that no older car can pass. That’ll get the peasants into the buses.

They can do as they please without anynew laws or programs needed

This is being done to go after people who decide they still need and want cars
Amd substitute any issue in for “cars”
They all feign praise for choice
