The head of a national non-partisan organization focused on research and education about voting by mail will become the next person to run Pennsylvania’s Department of State.
Gov. Tom Wolf on Monday announced Leigh M. Chapman, who currently serves as executive director of Deliver My Vote, will move into the spot on Jan. 8 that is now held by Acting Secretary Veronica Degraffenreid. Degraffenreid will become a special advisor to the governor.
Chapman has some familiarity with the department, having worked as its policy director from 2015 to 2017 overseeing the implementation of electronic voter registration.
She will serve the department as acting secretary, “where she will be able to perform the full duties and responsibilities of a confirmed secretary,” said Wolf spokeswoman Beth Rementer when asked if the governor intended to nominate her for Senate confirmation. “Changes among cabinet secretaries and staff occur throughout an administration, including in a governor’s final year.”
In a statement announcing this change in leadership of the Cabinet agency, Wolf praised Degraffenreid for her service over the past year in administering two election cycles and oversight of key IT infrastructure.
“I commend her for her steady leadership during a challenging period in election administration, and look forward to working closely with her in her new role,” Wolf said. “As we move into a new year and new election cycle, I have full confidence that Leigh M. Chapman will continue the department’s efforts to lead Pennsylvania through a smooth election process and ensure that Pennsylvania voters continue to experience free and fair elections, among many responsibilities.”
This changing of the guard comes a few months after Wolf requested a recall of Degraffenreid’s nomination for the post to avoid subjecting her to what likely would have been a contentious Senate confirmation process. At the time, the governor said based on the Senate Republican majority’s pursuit of an investigation into unfounded claims of fraud that skewed the results of the 2020 presidential election in Biden’s favor, “it is clear that Veronica Degraffenreid will not receive a fair hearing from this Senate on her merits.”
The Senate honored the governor’s recall of the nomination on Nov. 8 by a 46-3 vote.
In a confirmation process, senators were expected to grill Degraffenreid for her decision in July to decertify Fulton County’s election equipment, rendering it useless, after the county disclosed it had agreed to Republicans’ request for an “audit” by third-party auditors last winter. That decertification remains the subject of a lawsuit.
Additionally, senators were miffed when officials from Degraffenreid’s department declined to appear at a September hearing before the Senate Intergovernmental Operations Committee, which is overseeing the Republicans’ election review.
Prior to Chapman’s role with Deliver My Vote, the incoming acting secretary held senior leadership positions at the Leadership Conference on Civil and Human Rights and several other non-profit election reform and advocacy organizations. She is a graduate of the Howard University School of Law and the University of Virginia with a bachelor’s degree in American Studies & History.
“I am honored and excited to be returning to the Department of State to serve as acting secretary of the Commonwealth of Pennsylvania,” Chapman said. “Throughout my career I have worked to ensure that voting rights are protected, and to improve access to the ballot box. I look forward to continuing that work in my new role, and to build on the tremendously successful election reforms in Pennsylvania over the last several years.”
She is the fifth person since Gov. Tom Wolf took office in 2015 to serve as head of this Cabinet agency that under the Wolf Administration, has a rocky relationship with the General Assembly mostly stemming from its handling of election-related matters. Beyond overseeing elections, the Department of State also handles the licensing of various business, health and real estate professionals; maintains the registration and financial information for charitable organizations; maintains corporate filings; and sanctions professional boxing, kick-boxing, and wrestling in the commonwealth.

We developed layered relationships with infrequent voters, and followed up with them through multiple points of contact in order to support the implementation of their personal vote plan.
By pushing for a vote at home scheme. IOW Voter fraud. But what do you expect from democrat socialist’s.
