Store owners should set up a one way airlock type system. One way in and one way out. Funnel them through a secure revolving turnstile that turns only one way. One at a time.

Maybe muslim methods are better. Thieves in many M.E. countries have their hand cut off, or get caned or stoned (by thrown rocks to the body). If thieves got a hand cut off, they only get a second chance at thievery, after that it's hands-off.
