Exactly - stir the pond until there's nothing but a mudhole of disjointed 'evidence' pointing in a million directions.
The only folks with something to gain (or with plenty left to lose) were the mob. Hence the backstabbing Robert had to go down in '68.
CIA and related spooks had been working with mob for years, so the muddle covers their many sins as well.
