Crazy. Room electric heaters are fine for emergencies (e.g. furnace is out). You can even use hydroheat with a large electric water heater, geo-thermal if building new, electric radiators for apartments (hotels often do that) . . . but not heat pumps up north. We have a heat pump, but we are in Phoenix, different rules. (I still miss having a basement.)

My Mitsubishi Hyper heat unit has a 2.7 COP (Coefficient of Performance) at 17 degrees Fahrenheit.
Liberty Utilities in NH is now charging $1.82 per therm for natural gas. At $0.187/kwh, the Heat Pump is cheaper than natural gas down to 25 degrees and it blows away heating oil ($3.10/gal) and propane ($3.566/gal).
